We update it every 2 weeks (or when new characters drop) to adjust based on overall PVE usage and the current meta.
Global has a lot of new 2-stars that were previously 1-star units, those are not included here for now until we can test them.
Trickcal is a game where elemental and race advantages are huge, so people build teams around that rather than how "meta" a character is.
Character order is first by personality, then alphabetical, there is no stronger to weaker order since this is just an overall usage tier list.
