Depends on what element you like, but I would heavily recommend Victoria.
Ines is a great healer, but a few of the low rarity ones are as strong, so not recommended unless waifu.
NOT RECOMMENDED. Best tanks in the game are 1 and 2-stars, no reason to reroll for them.
