Skill recommendations
Build
CUBES
If you have enough Charge Speed lines, Resilience. If your OL lines are not great, run Adjutant instead.
OL GEAR
ATK and Elemental DMG as usual are high priority. 1 line of Max ammo since base capacity it's only 6. After that charge speed (3 lines is ideal but depends how many rocks you are willing to spend). Crit lines as filler are fine but less priority.
Solo Raid Usage
This is based on the top 50 players of all NIKKE servers combined. Data is from enikk.app, check their website for a lot more raid data.
Pros & Cons
- (almost) Plug and play buffer for Rocket Launcher and Sniper Rifle units that also happens to be a top tier DPS unit herself
- Can outperform most damage dealers on neutral if similar investment is provided (Red Hood, Mihara, SBS, etc.)
- She is not excluded from skill 1, so she can steal the buff and waste it since it will be dispelled automatically. You need to always double check she is properly buffing your other B3
- The biggest issue with Liberalio is making sure she has more ATK than your other units. You would think 160% ATK on burst is enough, but not really if your other characters have more dupes and similar investment
- Because all of this, team compositions might be limited (RL/SR weapon types) since you probably will end up running double burst 2 to make sure her buffs are always applied to the proper character
- On stages with a lot of adds she will lose A LOT of damage since skill 2 will proc faster charge time instead of 200% attack damage
